State and federal regulations (in addition to those of SLU’s institutional accreditor, the Higher Learning Commission) govern SLU’s operations throughout U.S. states. SLU’s authority to operate in the states varies by modality: programs offered via distance education vs. those offered on-ground (or with a “physical presence” in a given state). SLU’s compliance with these regulations is addressed below.
Programs Offered via Distance Education
Saint Louis University is either authorized, exempt from authorization, or otherwise not subject to approval to offer its programs via distance education to residents of all 50 U.S. states.
Since March 2015, Saint Louis University has been an approved member of the National Council for State Authorization Reciprocity Agreements (NC-SARA), a state-level reciprocity consortium endorsed by the U.S. Department of Education. NC-SARA members are authorized to provide distance education to students from all NC-SARA member states. Note regarding SLU’s offering of distance education to students in Texas: Saint Louis
University is not regulated in Texas under Chapter 132 of the Texas Education Code.
(In other words, SLU has met the Texas Workforce Commission requirements, and, therefore,
the University does not fall under the category of institutions that TWC regulates
under chapter 132 of the Texas Education Code. SLU is authorized to conduct online
education and clinicals, practica, internships and field experiences in the state
of Texas.)
Some programs offered primarily via distance education also have limited on-ground components to them – typically clinical/practicum experiences via which students engage in professional practice under the guidance of degreed, state-licensed professionals in their fields. In many states these experiences are authorized as part of SARA authorization. In other states, however, this limited on-ground educational/professional practice activity is regulated on a state-by-state basis as is the offering of fully on-ground programs (as addressed in the section below).
